PLANNING APPLICATIONS CAN BE VIEWED here - but note the reference number before leaving this page!
WD/2007/3170/F Groomden Farm Bungalow, Buckhurst Lane
Demolition of existing buildings and the erection of a new private dwelling
and garaging.
Unless local plan policy is to be ignored clearly this application
fails on 3 counts to satisfy its requirements. Firstly, for reasons contained
in our report dated 1 September 2007. Secondly, the existing dwelling is
still subject to an agricultural occupancy condition, and It is well know
that the applicant dos not have, or had in the past, any connection with
agriculture or forestry, and thirdly, clearly the proposed dwelling does
not conform to the accepted relatively modest standard of an agricultural
worker's home and consequently would not be compatible with the income
expected to be generated from the holding.
Finally, being outside the development boundary, had it not been for
the requirement for an agricultural worker's dwelling in the 1960s there
would not be any dwelling on the site and any application for one now
would undoubtedly be refused.
