MINUTES OF A MEETING OF THE Highways, Transport and Lighting Committee held at 19:30 in Room 1, The Institute
on Wed 7 Mar 2007

Present: Cllrs Berger, Colvin, Doyle (Chairman), Monaghan and Whatmore

1.   Apologies for absence

2.   Public Forum

3.   Matters arising from previous meetings

  • WDC has agreed to pay for a cycle rack in the village
  • TD will investigate whether a holly hedge might be planted at the station bus stop.
  • The pavement to the railway station was discussed. Improvement to the pavement should be suggested as part of any planning gain for development at Wadhurst College.

4.   Lighting:

  • Resolved to spend of up to £4000 for the installation of half night cells in 73 streetlights under PCA 1957 s3 [list here]. ESCC will be asked to notify WPC of any columns or lanterns on the list which will shortly need replacing.
  • Simon Hall from ESCC pointed out on a recent visit that the old-style lights on the High Street will need replacement. Their life span is 20 years, and the majority of them are approximately 14 years old. New lanterns of a similar style will cost £600. The committee decided to replace these lanterns as they fail and not to spend significant amounts on the repair of these lanterns, but rather replace them. The new lanterns must be seen and approved by the committee before any are fitted.
  • The draft lighting policy was considered. The styles of streetlights suitable for the village centre, the highway, in estates and on greens and quiet junctions were discussed.

5.   SID reports were reviewed. Resolved to deploy the SID operator twice a month in the next financial year, with increased frequency at the beginning of school terms and Christmas, at a cost of £1500 under Local Government & Rating Act 1997 31.

6.   The committee suggested the following sites for police speed patrols:

  • Cousley Wood Road opposite Silver Birches
  • High Street, in the lay-by opposite the fire station
  • Lower High Street, particularly early in the morning.
