MINUTES OF THE RECREATION GROUND MANAGEMENT COMMITTEE MEETING
HELD AT THE PAVILION, SPARROWS GREEN RECREATION GROUND ON THURSDAY
28 JUNE 2007 AT 20:00

Present: Cllrs. Doyle (Chairman), Standley and Miss Whatmore, R Miller from Wadhurst Tennis Club and D Kersse from Junior Football Club.
Also in attendance: Clerk, Caretaker and one member of the public.

1.             To receive apologies for absence
Apologies received from Cllr. Wheeler and T Anstee.

2.             To approve the minutes of meeting 19.04.07
The minutes of the previous meeting were approved and signed.

3.             To determine matters arising from the previous Minutes for updating and noting
None.

4.             Public Forum
None.

5.             Tennis Matters
To approve additional work to perimeter fence
Mr Gurr of MG Sports Construction Ltd has been consulted on additional strengthening of the fence where it was damaged in the storm and has suggested installing more sturdier posts. Resolved to approve expenditure of £500 + VAT for replacement posts; in addition to the work of £1562 + VAT authorised 13.02.07 – payment to be made under LG(MP)A 1976 s19. Work is scheduled to commence 6.08.07.

The top section of screening has been removed from the damaged area of the fence. Wadhurst Tennis Club (WTC) has agreed to accept responsibility for any further damage caused to the fence due to the screening.

Discussion on providing a practice wall within the tennis courts. One solution is to replace a section of the fence with a special wire background. Committee in agreement with the principle of a practice wall. WTC to make further enquiries on details and costs; a meeting of the Recreation Ground Management Committee will be called if proposal affects agreed fence repairs. The effect on neighbours of the position of the wall will be considered.

To review Pay & Play card entry use
WTC is to cancel entry cards for members who have not renewed their subscription and for P&P cards which have not been returned. A supply of new P&P cards will be authorised. Request for regular audit of cards issued.

Other tennis issues
Mulch required for new planting. Agreed mulch can be delivered in bulk, and stored in two areas near the tennis courts until the end of the season.
Request for further landscaping to infill existing planting. Plans requested and Tree Warden to be consulted before proposal is put to full council.
Planning application for floodlighting is to be submitted in July.

Mr Miller left the meeting at 8.45pm.

6.             Junior Football
To approve maintenance to pitches
Resolved to approve £500 for maintenance work to the pitches to be carried out before the start of the season; payment to be made under LG(MP)A 1976 s19.

Other football issues
One of the large goal posts will be placed between the existing dugouts which will be altered to become rebound walls. The second goal post will be stored in the hallway of the pavilion.

Junior Football Club (JFC) held a successful presentation event last Saturday.

JFC looking at the possibility of a small patio area near their tuck shop and this will be considered in conjunction with any additional landscaping.
Discussion on possible path to Voelcker Land; JFC asked to research different types of surface and supply WPC with a quotation for the cost of materials. WPC may wish to incorporate a memorial stone for the gift of the Voelcker Land.

JFC highlighted that there is a shortage of pitches for juniors in the area.

To approve quotation for alteration to referees' room
JFC use the referees’ room to prepare teas/coffees for sale to parents. The shower area is too small for a sink and work surface/power supply. A quotation of £1000 received to install a sink and unit adjacent to the shower, work surface in shower area with cupboard underneath, power supply and dismantle existing shower fixtures. Discussion on alternative facilities and enquiries to be made into wall mounted kettles.

7.             To review report of Health & Safety inspection 4.06.07
Report reviewed. Outstanding items have been dealt with and additional bark will be ordered before the school summer break. No smoking signs will be in place to comply with Smokefree legislation from 1.7.07.

8.             Bookings
To consider process for non-payment of invoices
Regular users are invoiced one month in arrears and most pay promptly.  It was resolved to charge a £25 administration fee for any invoice which is not paid within 14 days of the date of the invoice; the new arrangement will commence from August.

To receive bookings report
Regular bookings continue; most users take a break during the summer. Very few casual bookings at this time of year.

9.             To consider maintenance/operating issues and improvements and authorise expenditure
Purchase of leaf blower
Resolved to purchase a leaf blower for use by the caretaker for £210 including VAT from Country Services.

New garage doors/frame
The door frame on the garage is rotten and the doors need to be replaced. Quotes received from Roger Clarke of £1250 and Graham Thorpe of £1000 - £1200. Resolved to authorise new garage doors and frame with work to be carried out by Mr Thorpe at a cost not exceeding £1200.
Payments to be made under LG(MP)A 1976 s19.
