MINUTES OF A MEETING OF THE RECREATION GROUND MANAGEMENT COMMITTEEHELD IN THE PAVILION, SPARROWS GREEN RECREATION GROUND
ON THURSDAY 25 JANUARY 2007 AT 20:00

 

Present: Cllr. Standley (Chairman), R Miller from Wadhurst Tennis Club and T Anstee and C Curtis from Junior Football Club.
Also in attendance: Clerk, Caretaker, Ken Turner the Tree Warden, two landscape architects and four members of the public.

1. To receive apologies for absence Apology received from Cllr. Wheeler; reason noted and accepted.

2. To approve the minutes of meeting 25.10.06 The minutes of the previous meeting were approved and signed.

3. To determine matters arising from the previous Minutes for updating and noting None.

4. Public Forum A car has been abandoned in the external car park; Police are aware. Residents to report to WDC when tax expires at the end of January.

5. Tennis Matters The recent gales have caused some damage to the perimeter fence and an insurance claim has been submitted.
To update details of proposed landscaping The amount of new planting has been reduced and the Scots Pine trees have been taken out. Provision has been made for a path for football players and sufficient room must also be allowed for mower access to the pitches. The safety of planting near dwellings was questioned in view of high storms; tree warden advised that the planting will not be vulnerable to winds. Hedges will be grown to 3 metres and Hornbeam expected to have a final height of 10-12metres. Wadhurst Tennis Club propose to pay for the planting and maintenance for the first three years.

To update details of proposed floodlighting Wadhurst Tennis Club still propose to submit a further planning application for floodlighting. Enquiries are being made on the type of lights available to ensure floodlight is as unobtrusive as possible.

6. Junior Football The pitches have been too wet for play resulting in a backlog of fixtures: other clubs are in the same position. The U14s will be playing at Ticehurst. Junior Football Club thanked by resident for moving the goalposts away from the hedge at the far end of the pitch. A website will be launched soon. To review Agreement Deferred to next meeting.

7. Bookings To consider revised letting policy Deferred to next meeting. To receive bookings report One regular weekday session has been lost; most days are full. There is availability during weekends and at school holidays. Most users are very prompt at paying their fees with the exception of one user.

8. To review Fire Risk Assessment and Health & Safety Assessment A Fire Risk Assessment has been undertaken in accordance with new legislation; additional checks have been incorporated into the Health & Safety Assessment which was completed 27.12.06. A notice is required in tennis room stating how to open the fire door – Cllr. Standley to attend. The referees room has been used temporarily to provide refreshments for Junior Football; the safety procedures will be reviewed at the next meeting. Report of a scaffolding pole lodged in a tree by football pitch.

9. To consider memorial for gift of Voelcker Land Deferred to next meeting.

10. Finance • To review spend to 31.12.06 Deferred to next meeting.

11. To consider maintenance/operating issues and improvements and authorise expenditure
Resolved to undertake the following maintenance items:
• Paint and materials for painting lounge area.
• Repair of fence at external car park for £95 by Thorpe Building Ltd.
• Further play bark and hire of motorised wheelbarrow to transport to far end of play area.

Payments to be made under LG(MP)A 1976 s19. Decision on grass cutting quote and schedule has been deferred.
