Stonegate RR/2008/365/P Pear Tree Cottage  Battenhurst Rd  - erection of replacement dwelling with alteration to an existing access – Mr Bramall of Cottenden Farm, Stonegate, East Sussex
It was felt that this building had been abandoned many years ago with no attempt to maintain Recommendation for refusal.
Stonegate RR/2008/429/P

Battenhurst House, Battenhurst Lane – construction of entrance gates and walls – Mr and Mrs Gower of that address
It was felt that these gates were well designed, set well back from the Lane and appropriate for the dwelling.  Recommendation for approval.

Ticehurst RR/2008/463/P

Barnfield  Burnt Lodge Lane  - installation of solar panels – Mr and Mrs Kemp of that address.
The panels will be at right angle to the road, and do not interfere with anyone else.  Recommendation for approval

Ticehurst RR/2008/357/P

Rosemary Cottage  Claphatch Lane – demolition of existing garage and workshop and construction of new garage and work unit with storage above including conservation roof lights – Mr Hood of that address
It was felt that this was almost large enough for a possible dwelling and whilst Councillors did not object, they felt that a 106 agreement would be appropriate, tying the building to the main residence, so that it could not be lived in, or sold off as a separate entity in the future
Recommendation for approval

Ticehurst RR/2008/340/P

32 High Street, Middle Cottage, Wysteria House – Change of use and conversion to provide additional dwelling from existing rooms and room from adjacent property.  Mrs B Atteridge of that address
Whilst Cllrs. did not object to the conversion, they had concerns that no parking provision was available and this would exacerbate the parking problems on the High Street.Recommendation for approval

Ticehurst RR/2007/3596/P

Cross Lane House Residential Care Home – convert coach house to form laundry / drying room retaining part as gardens/maintenance store.  New covered link from coach house to proposed 35 bedroom extension to nursing/residential care home - Mr and Mrs Newport  Willow Vianta Care Ltd C/o Pump House Designs Ltd  The Green Sedlescombe

16 members of the public present:
Unanimous recommendation for refusal.
Reasons:

  1. The scheme is too large for the plot.
  2. The height of the building dominates all other dwellings, especially the Cross Lane Bungalows.
  3. The proximity of the proposal to the bungalows at the rear, will dwarf them and prevent natural light reaching their windows.
  4. The disruption that construction works would cause over an elongated period.
  5. The party wall of the proposed laundry is only some 4 inches thick and would be unreasonable for the immediate neighbours in terms of noise and smells.
  6. The Lane is narrow and the traffic generated  would be unsafe and unacceptable.
  7. The access is inadequate
  8. The parking is inadequate for staff/visitors/deliveries.  14 parking spaces for 46 staff.
  9. The light generated at night by the building would be a serious nuisance to neighbours.
  10. It is understood that there is a 106 agreement in place on the grounds preventing further development – thus making this application invalid.
  11. It was felt to be a vast over development of a rural residential home.
  12. It was felt that the soak a way and sewerage system are inadequate.

Recommendation for refusal.
