24 Farthing Hill – erection of two storey rear extension to form new kitchen with dressing room/en suite over – Mr Wale of that address.

It was felt that these works are necessary to maintain the integrity of the building. Recommendation for approval

The Recreation Ground  Ticehurst – basket ball post and skate area equipment including ramps – retrospective.
Mr M Reeves spoke in favour of the application and pointed out that it was unreasonable to expect the skate area which has planning permission not to have any skate equipment on it. He also pointed out that the basketball hoops on the multicourt have planning permission and could not see why the free-standing one shouldn’t have permission also. He also pointed out that the skate park is further away from the boundary than the multicourt

Erection of temporary smoking shelter at rear of village institute – retrospective.
Mr Reeves spoke in favour of the smoking shelter. It is movable and as such only a temporary building. Its current location does not obstruct the exit. [Andrew Vidal arrived after the meeting and was asked about the comment on the web site that the light was spoilt in the club and the painters had complained and absolutely refuted the claim having received no complaints from the art club which he runs]

Councillors could find no reason to object. Recommendation for approval

The Stubbs  The Mount – erection of extensions and alterations and roof conversion to existing domestic dwelling – Mr M Barrow of that address
Applicants present, The proposal tidies up the existing building removing several unsightly flat roofs. Recommendation for approval

Flimwell RR/2008/96/P

The Meadows, London Rd. – Erection of rear and loft extension to provide extended lounge and dining areas, relocation of stairs to loft and new en-suite to front bedroom on ground floor together with new master bedroom and ensuite to loft area incorporating two new dormer windows in roof.  Mrs Rose of that address
The application is to better utilise the internal layout of the property. Recommendation for approval

This is a relatively small green house and the councillors expressed their surprise that it would require planning permission. Recommendation for approval
Flimwell RR/2008/133/P Roughfield Estate – Erection of single storey ground floor extension to provide new utility room and entrance hall, new fenestration and internal alterations to existing staff accommodation – Mr and Mrs Walker of that address.Recommendation for approval
Ticehurst RR/2008/143/P Somerton, Sheen Cottage and Clare Lodge – Land to ear of – erection of four dwellings, two with integral garages and two detached garages including formation of new vehicular access and provision of parking spaces – Mrs S Bridges, Mr and Mrs Bruce and Mr and Mrs Bayliss of those addresses

All the above commented on the application.

Mrs Woodsell had concerns that the application had been made citing her property without her permission. She also disputed the accuracy of the plans as the measurements regarding the size of the plot and its proximity to her house were at odds with her calculations. She was also concerned about a potential issue with her party wall.  The site is larger than stated in the application and could therefore be subject to RDC Local Plan for the inclusion of low cost housing in sites over 0.2 of a hectare.
Mrs Porter was concerned about the access to the building site. It is questionable that large lorries could negotiate the road and there are concerns that building materials would be dumped in the road rather than delivered to site. She was also concerned that the construction traffic could hinder access to emergency vehicles. The residents are also responsible for the maintenance of the road and have concerns that the construction lorries would destroy the road surface.
Mrs Quitman is concerned that the environment would be destroyed with the removal of several mature trees.
There was general consensus regarding the increase in traffic. It was pointed out that there are still 6 units on the existing development to be sold and already residents and visitors do not have enough parking. The convergence of St. Mary’s Lane, The High Street and Lower St. Mary’s Lane is confusing and the inevitable increase in traffic would ony make matters worse. The question was raised could the access not be via the BT depot. Residents were also upset that before they purchased their homes they were assured that the plot in question was only going to have limited development and not the four large houses that are being proposed. It was also noted that the pink notice was removed prior to the recent ‘open house’ weekend and has not been reinstated.
Public and councillors were also unhappy that by developing the site in a piecemeal fashion the obligation to build low cost housing on a proportional basis was being circumvented by developers.

Ticehurst

RR/2007/3367/P

Boundary Farm. London Road Errection of stables, tack room, hay store shower room with new gates and formation of access Mr and Mrs Watts of Hastings.
Mr and Mrs Phillips commented on the application.
There was consensus with Mr and Mrs Phillips and the councillors that the need for the development was questionable as the owners were not resident at the property and could therefore not look after any horses stabled there. There was also concern about the need for a shower room and kitchen in a stable block. It was pointed out that there is no water on the site and horses need lots of water. It was felt that this was an unsustainable development in an AONB and out of keeping with the area. Unanimous Recommendation for refusal
